What We Offer Providers

Quality Counts Humboldt is the Quality Rating and Improvement System (QRIS) for early care and education programs in Humboldt County. The program provides quality improvement grants, coaching, professional development, and incentive programs designed to help providers deliver the highest quality care.

Programs include IMPACT Legacy, CSPP, Quality Improvement Grants, and Workforce Pathways — each with different eligibility and benefits depending on your program type.

The Child Care Food Program partially or fully reimburses meals served in participating licensed family child care homes and TrustLine cleared exempt home providers. The program provides valuable additional income while enhancing the nutrition of children in your care.

Participating providers serve nutritious meals and some snacks at no additional expense to parents, and homes are monitored for compliance with federal standards.

In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, religion, sex, disability, age, marital status, family/parental status, income derived from a public assistance program, political beliefs, or reprisal or retaliation for prior civil rights activity, in any program or activity conducted or funded by USDA (not all bases apply to all programs). Remedies and complaint filing deadlines vary by program or incident.

Persons with disabilities who require alternative means of communication for program information (e.g., Braille, large print, audiotape, American Sign Language, etc.) should contact the State or local Agency that administers the program or contact USDA through the Telecommunications Relay Service at 711 (voice and TTY). Additionally, program information may be made available in languages other than English.

To file a program discrimination complaint, complete the USDA Program Discrimination Complaint Form, AD-3027, found online at How to File a Program Discrimination Complaint and at any USDA office or write a letter addressed to USDA and provide in the letter all of the information requested in the form. To request a copy of the complaint form, call (866) 632-9992. Specialized, subsidized child care services within a network of licensed family child care homes. Services include developmental assessments, programs with a defined curriculum, parent conferences, and nutritious meals and snacks.

FCCHEN providers receive ongoing training, mentoring, and resources to deliver high-quality care within a supportive network.

Changing Tides Family Services offers a range of technical support to help you navigate licensing, maintain compliance, and grow your child care business. From one-on-one assistance to group trainings, our staff is here to answer your questions and connect you with local resources.

Resource & Referral – Child Care Initiative Project: The Resource & Referral Program is the go to for any Humboldt child care provider looking for new or refresher training, referrals to provider associations, financial incentives and more.  These services are free.

At times, through a partnership with sister agencies, Changing Tides Family Services can offer Provider Cafes, which include the Five Protective Factors during rich discussions. Eligible child care providers will be contacted before each session. It’s a chance to build community, ask questions, and stay connected with other providers in Humboldt County.

These are taken seriously and will be addressed by appropriate staff. Due to confidentiality requirements, staff will not confirm or deny participation of individuals in programs or the results of any investigation.
