Our approach is holistic and trauma-informed, ensuring that children and youth we serve receive the best possible care and support. For those who are eligible, we offer personalized one-to-one services designed to help manage specific behaviors through short-term, measurable goals tailored to each person’s needs at home, school, or in the community.
Theraputic Behavioral Services
Therapeutic Behavioral Services (TBS) are intensive, one-on-one services designed to help children and youth, along with the participation of their parents or caregivers, manage specific challenging behaviors. Using short-term, measurable goals tailored to each child’s unique needs, TBS supports families with the care and expertise they need.
Children and youth eligible for TBS must have full scope Medi-Cal and meet medical necessity criteria for Specialty Mental Health Services. Often, these children or youth are being considered for wraparound services, therapeutic foster care, IHBS, or other specialty behavioral health services.
Eligibility
- Must be under the age of 21.
- Must be Full Scope Medi-Cal eligible.
- Must be provided in conjunction with other specialty behavioral health services.

Eligibility requires full scope Medi-Cal and a clinical assessment showing the services are medically necessary to help improve, maintain, or prevent worsening of the child’s condition.

For children with full-scope Medi-Cal who qualify for California Specialty Mental Health Services, there is typically no out-of-pocket cost for covered behavioral health services. This can include therapy, psychiatry, case management, IHBS, and TBS when they are medically necessary and authorized through the county behavioral health plan.
If a child has private insurance or limited Medi-Cal coverage, costs and coverage rules can vary depending on the health plan and specific services.
For private pay or sliding scale, you can go to www.ncamhp.org and search for providers throughout our region. This site allows filters to narrow providers by insurance accepted, gender of provider, focus or specialty, location, etc.
For Partnership Health and other private insurance, your insurance provider and or primary care provider can refer you to local network providers or telehealth as available.
If you are a parent or caregiver of a child 0-8 years old who attends child care, our Early Childhood Mental Health Consultation (ECMHC) program collaborates with local child care providers and you to promote healthy relationships and positive child outcomes. You can learn more about this program and the participating child care programs by clicking our Mental Health Consultation links.
